What Is the Trump Gold Card? The Trump Gold Card is a proposed U.S. residency program announced by the Trump administration in early 2025 that would offer a direct path to permanent residency in exchange for a substantial financial contribution to the U.S. government. As proposed, and unlike the EB-5 Immigrant Investor Program, which requires a minimum $800,000 investment in a job-creating business, the Gold Card would involve a $1,000,000 non-refundable payment to the U.S. Treasury. It has been described as functionally a premium fee for immigration status rather than a business investment. Creating a new immigrant-residency category of this kind would require an act of Congress; a President cannot create one by executive action alone.
